Add support for resolving VS Instance with VSWhere #93

Is Your Feature Request Related To A Problem? Please describe.

When a Visual Studio instance is installed to a custom path, or the version of Visual Studio is higher than 2019 it can not be found by the recipe.

Describe The Solution. Why is it needed?

Because of the problem mention, we should resolve the actual path to the instance using VSwhere to get the path, this also need to support resolving the path to the build tools.
