Description Of Changes

Update the .Net Core dependencies of CCM to target .Net core V8 packages

Motivation and Context

We need to do this as we target the latest version of CCM in the guide.

Looks good. I think I need to do something to the build to address it not building from the branch, but that's tricky... I have an idea, though.
