Once the cpu-z.install
package failed to install, the dependency tree was broken. Chocolatey CLI then reports that issue as the reason each subsequent package cannot be installed. It does this because installing any further packages may actually leave your system in a broken state (packages / software installed, dependencies missing - bad things can happen).
We cover dependency issues in our documentation. This specific issue you are seeing is also covered.
This is expected behaviour so I'm going to go ahead and close this issue. We can always reopen it again if necessary.

I am doing choco uprade all -y and one app fail to update - cpu-z. After that every other app complain that cpu-z failed to update andrefuse to update.

Expect apps not to fail because some other app fail to update.
