When logged in with Edit Software Permissions, it is not possible to manually edit a software to be outdated/not outdated from within the UI. A checkbox in the Edit Software modal is present for this, but it is always disabled.
Steps To Reproduce
Login to CCM with Admin permissions, or at least permission to edit software
Go "Admin/Software"
On any software, click the blue toggle button and click "edit"
On the popup modal, the checkbox for "Is Outdated?" is disabled, and can not be checked/unchecked.

In the cshtml, there is a hard coded "disabled" attribute on this checkbox. It should be removed to allow checking/unchecking of the checkbox.
