(maint) Use Chocolatey organization level templates

Description Of Changes

Removed the repository .github folder that contains the templates. Note that this only affects the issue template (as there was no feature template or PR template (this is an issue respository, so PR's don't make sense).

Motivation and Context

We should be using the Chocolatey organization level templates.

Testing

It hasn't been tested. The templates will be used by any repository in the Chocolatey organization that is not using their own.
