Add support for Licensed options in packages.config

Is Your Feature Request Related To A Problem? Please describe.

The various licensed command line options are not available in packages.config. So when using a packages.config file to install packages, licensed options cannot be used.

Describe The Solution. Why is it needed?

packages.config should support licensed options.
