Add docs #43

Add stuff for generating autodocs with sphinx-build, and for RTD integration. Note that this is just meant to be a very minimal setup, and I'll flesh it out more in a future PR.

ok I think I've finally got this all set up right, and RTD seems to be building successfully! could I please get a quick review from someone @hmacdope @mikemhenry @ijpulidos?
