Fix CI #1144

Description

See https://github.com/conda-incubator/setup-miniconda/issues/274 Fixes issue where Conda cannot create environment.

In a future PR, we will switch to micromamba.

@ijpulidos can you double check the failures we are getting are what we expect and if so merge this in?
