Add preference option for default TR-actions #130

Add a preference option to select the default action to be selected when the 
TimeRegistrationActionActivity is opened.

Two preferences should be added:
1) Default TR action for ongoing TR's
2) Default TR action for other TR's

For preference 1 the default is 'Punch Out', for preference 2 the default is 
'Split'
