Cleanup the 'choose action' code #135

The code behind the 'Choose action' dialog should be cleaned up.

Currently the activity who handles the logic for this 
(TimeRegistrationActionActivity.java) contains to much code and a lot of 
action-specific logic is kept in there (so not easily reusable). That should be 
changed and different activities should be created for this purpose.
