Automated Rolling Upgrades #6

This changeset adds the ability to change the source the config.yaml file and have the cluster upgrade itself one by one in UUID order.

I had to add a lot of things to get these rolling upgrades working. It's likely all the apt related stuff can be broken out into a crate

I was able to get a successful test run going on ec2.
