Refactor raster specific references to their own table #13

The main gpkg tile specification should just talk about tiles. It should 'fit' with a raster specification where the tiles are represented as views. But should be possible to read it on its own. So should just talk about tiles in the spec. Will take some tweaking, to make it all flow.
