force speaker doesn't work on galaxy S2 #29

What steps will reproduce the problem?
1. Enable speaker mode
2. Get in coming call
3.

What is the expected output? What do you see instead?
call answered, speaker mode not enabled.

What version of the product are you using? On what operating system?
Android 2.3.5, Samsung galaxy s2
