Split library components from service components #9

There is a need to reuse the core structures of the data models service in other programs. This issue will change this repository to be a library datamodels and move the service components to a sub-directory cmd/data-models.

The motivation is to provide a standard API for building other applications for use with data models files our the service itself.

The client/ package contains the core types and client for fetching over HTTP.
