chopauth is not accessible externally. Cannot be resolved as a requirement #25

Concerning this line in the requirements.txt file.

Additionally, chopauth should not be a requirement nor a crucial part of the external app and the app should run independently of it

Yes, resolving this difficulty is important. Ideally, the app would install and use chopauth if it is available (if the app is being deployed within the chop network), but fall back on an alternate without error otherwise.

Chopauth should be removed from all external deployment requirements and only retained for internal CID.
