Add a mechanism for displaying alerts on the user profile page below the QR code. #72

Alerts can be created by Leads and Mentors. They should have a start and end datetime to control when they are visible. They consist of a text only message. They must be approved by an admin (lead-mentor?) user before they are actually shown.

Addendum: on the homepage as well, not just the profile page.
