Reading conf files from outside the JAR #69

When EE modules are packaged (DeploymentManager and Choreography Deployer JARs), it is desirable to read configuration files (resources/*.properties) that are outside the JAR file.

Rationale: it is much easier to EE users just download the JARs and edit the config files with no need to change JARs contents.
