Eliminate proxy VM from upload workflow #1

  1. Shift to upload functionality provisioned by the app directly into choruspilotstorage.

  2. Tear down container app and rebuild it in a new subnet that is peered or has network connectivity to the storage account

Brief update - I was able to test this process flow with Alex and Eric and confirm that we have line of sight to the appropriate resources within the vnet configuration.

The uploads will now be coordinated using the chorus-extract-upload in combination with guest user accounts that we have tested and confirmed successfully.
