Implement the DELETE operation for the /api/run/<id> endopoint.

[x] When received, the system deletes the run itself
[x] All additional records that have no meaning without the run (mainly metrics and similar records created by the observer) are removed as well.
Other files created during the run (such as tensorflow logs) are unaffected by the operation.
