This still seems to be the official PPA according to their website: https://code.launchpad.net/~duplicity-team/+archive/ubuntu/duplicity-release-git

I think they might just have dropped support for trusty: http://ppa.launchpad.net/duplicity-team/duplicity-release-git/ubuntu/dists/ ?

However, it seems like the PPA URI changed:

-  uri 'http://ppa.launchpad.net/duplicity-team/ppa/ubuntu'
+  uri 'http://ppa.launchpad.net/duplicity-team/duplicity-release-git/ubuntu'

I'm not seeing anything moved to Github, it's only the source code repository that seems to have been moved to Gitlab. Where did you get that information from?
