As discussed in #31: Add Right-Click menu options to play / pause - These should only be accessible on Time Logs where the date is today.

Created Menu Items, need to bind defining properties to show correct menu items and need to set up commands for functionality

Added functionality and set up bindings, user can now Start New, Resume, or Pause Time logs.
