add a user config option and button with functionality to support dynamic fly-out pinning for the Time Log Edit fly-out

This will also require a change to the Time Log Right Click item 'Edit' to use an alternate command to ToggleEditTimeLogFlyoutCommand

Added a small icon to the Edit Panel to adjust the pinned status of the panel, this is saved in the User Settings file and will be remembered through each session, clicking the pin changes the IsPinned property, clicking the edit docked button still effectively toggles the panel but right click editing a TimeLog will only open the panel.
