Research into this suggests it may not be possible, while it is possible to blur an entire window or to blur a control, blurring the content behind a control does not seem to work in the same way. postponing this temporarily
Found another way to bring controls into focus by rather than setting the entire Flyout opacity to modify only the opacity of the Background element, giving this result
Add a Blur effect behind the content of the Flyouts by modifiying the template, this should match that of the flyouts in Windows 10 (shown below)
