Add udev rules for hidraw #11

Allows hidraw devices to be used without root priviledges
Only adds permissions to DualShock 4 devices by matching idVendor and idProduct.

Do you think we should add the udev rules file as a file to the repository, so that users could just copy it? I think it should be named something like 50-ds4drv.rules.
