add README to Loc package documentation #7

This probably still needs further editing (and I'm not sure I did the package.yaml correctly) but I didn't want to make too many decisions for you. Still. Please get ur docs on Hackage. Cheers :)

This will close #4, #5, and #6.

Merged with a few changes. Thx for convincing me to leave most of the code in (though I thought the last snippet giving the entire definition of addSpan was too much). And I moved the stuff from the fiteme section up into the Loc and Span sections.
