I saw u closed the enemy expansion problem, I just couldn't locate the config for the health bars, so if you where so kind can you tell me, is the "No Heal on Spawn" ?

Should be at the very bottom of ImprovedDamageFramework-common.toml. If it isn't, maybe try deleting the config and reloading.
