VERSION file leads to installation crash #10

Steps : Install plugin

Actual result : The file "VERSION" is not found

Expected result: The installation should work

The file concerned is lib/redmine_taskjuggler/application.rb

To be replaced by static version

I am not using the VERSION file, but that was because I was misled, not seeing a "plugins" directory at the redmine root. I should change the README accordingly.
