Initialize NX monorepo for Morro Taxi project

This commit establishes the foundational structure for the Morro Taxi monorepo using NX. It includes the creation of initial applications and libraries for the Rider App, Driver App, API, and Web Admin portal. Setup includes NX configurations, workspace settings, and the initial commit of project scaffolding.

Changes include:

• NX workspace initialization with preset configurations.
• Setup of applications: @morrotaxi/rider-app, @morrotaxi/driver-app.
• Setup of libs for shared utilities such as authentication, API service handlers, and UI components.
• Basic CI/CD configuration for building and testing the apps and libs.
• Update of the nx.json and workspace.json files to manage project dependencies and constraints.

This migration to NX aims to leverage its powerful build system and extensible capabilities to ensure efficient project management and development workflows.
