Update VERSION to 2023.03.0 and add build automation #198

Hi Chris!

This PR updates VERSION to latest, but also automates the build and deployment to Docker Hub.

@krachlatte Not heard from @chriscrowe recently. Please do feel free to use my fork if you like, though. The only difference is that it's up to date (and I've deprecated the two container build).

All builds are through GitHub Actions, so hopefully that may appease any hesitation about using Docker images from random individuals! :)

I've not diverged from @chriscrowe's "One Container" approach, i.e. it uses Unbound as a local DNS server, as opposed to querying external servers. If DoH/DoT is up your street then I'd have a look at @mariomare22's fork:
