Update actions toolkit to fix addPath. #3

So, Github made a booboo, and now workflows are starting to break.

This updates the dependencies of the actions toolkit. Fixes #2

Thanks. Can you double check if the lockfile gets updated? I just submitted the change through my phone. We probably need to update the lockfile as well
