Split properties from spring config #109

Some properties, like Vulcan's home directory, can be configured by the
user before deploying Vulcan.  These properties should be split into a
separate file to make it easier to upgrade Vulcan while preserving local
customizations.

Passed in build 431.  Updated wiki docs about Vulcan's home directory.
