Fix RSS #112

rss.jsp should support query parameters that filter the results that are
produced.

If one or more project name is specified, only those projects should be
returned.

If one or more status is specified (such as PASS or FAIL), only those
statuses should be returned.

This would allow clients to only monitor the projects that they are
interested in, or only be notified when a failed build occurs.

RSS is totally broken at this time due to changes in the API.
