branch cvs checkout doesn't work #115

What steps will reproduce the problem?
1. configure a project from a cvs branch
2. build de project

What is the expected output? What do you see instead?
Expected: checkout from de branch, and build
but, instead vulcan checkout from de HEAD, and build.

What version of the product are you using? On what operating system?
0.9.200.400, on a Debian Linux Box

Please provide any additional information below.

I've reproduced the problem and I'm working on a fix.

r507, build 267: corrected CVS plugin to honor the branch setting when 
specified.
