Relocate plugin resources #121

Plugins should be refactored to look for configuration resources in their
directories instead of the class path.

This will allow end users to make modifications more easily.

Rename application.properties to more specific names to disambiguate them.

Completed in r502, including a feature where message bundles can be changed and
reloaded in real time without requiring a web context reload/restart.

Passed in build 262.
