Show progress indicator on dashboard #135

When a project is building, the average build time from the last n builds 
should be used to estimate progress (filter by incremental/full builds for 
better accuracy).

Display a progress bar (percent complete) under the project.  The bar 
should be green if no errors have been recorded, and red when one or more 
errors have been recorded.

r588: implemented back-end logic.  need to show progress on dashboard and build 
report pages.
