Filter Subversion commit log on sparse checkouts

When a project uses sparse checkouts, the Subversion plugin should filter
out commits that do not affect files that are checked out into the sparse
working copy.  Additionally, after filtering, the newest revision from the
results should be used to determine if a new build is needed.
