Rename project may cause jdbc error #155

What steps will reproduce the problem?
1. Create 2 projects named "a" and "b"
2. Delete "a"
3. Rename "a" to "b"

What is the expected output? What do you see instead?

The project should be properly renamed.  Instead, a duplicate key exception
is thrown because the code tries to update the project_names table even
when the new name already exists.
