Allow users to claim broken builds #166

Provide a means for users to declare that they are responsible for a broken
build.

Users in certain security roles should be allowed to remove a claim or
assign one to any user.

When a user has broken the build, a message should be displayed prominently
on the build report indicating this.

Historical reports should provide access to this information.

- Filter responses on keywords in Jabber plugin.
- Allow undo action (10 second timeout)?
