Allow generic arguments to build tools #174

The .NET build plugin does not allow specification of arbitrary parameters when 
invoking NAnt or MSBuild.  This limits what can be passed into the tool.

The Ant and Maven plugins are also limited both in arguments that can be passed 
into the JRE and as arguments to the executing JAR.
