Item templates: add barracks capacity requirement to template data (e.g. SHIVs)

Right now this requirement is hard-coded in LWCE_XGFacility_Engineering.LWCE_GetItemProjectCost. It should be part of the template so that mods can add new SHIVs or similar units.
