Enable building part of the packages only #51

Building the whole CGAL-bindings project on some Win32 architectures (with only 
2GB memory available) with MSVC is impossible because of a lack of memory. It 
would be nice to enable the used to select a subset of components to bind.

A first proposal of (rudimentary) implementation is proposed in
