Adjudication Mode Automatic Progression Skips Disagreements #299

What steps will reproduce the problem?
1. Use adjudication mode
2. Accept/Reject one user's annotation over another
3. Automatic progression will move you to the next disagreement

What is the expected output? What do you see instead?

There's a list of adjudication differences (1/46, etc.), but after reconciling 
a difference, the number of remaining differences to resolve goes down 
(1/46-->1/45) but the user automatically is jumped to the next "number" (2/45).

When you resolve a difference, it's removed from the list of issues. 
Technically, the next disagreement will be the next number #1 -- "1/45," but 
eHOST jumps you to 2/45. This automatic progression in effect jumps you 
two-by-two through the document.

What version of eHOST are you using? On what operating system?

eHOST 1.083-121011 on Windows 7
