Relax poison dependency to ~> 1.4 #18

I don't think such a strict dependency is required for this project, given semantic versioning. This will also limit "poison update" commits in the future.

Ran into this today when trying to update sending email guide with current package versions (as is when generating Phoenix 1.0.2 app).
