we need a web hosting for elixir free and better than Heroku... :)

@nunziofiore @chrismccord I'm definitely happy to host this on gigalixir for free. The free tier (512MB ram) is probably more than enough to host this, but if you need more, I can make an exception to host this on the standard tier for free. I'm also happy to take care of deploying/maintaining it too if want someone to do that.
