Add FUNDS cheat #33

I would like to see the FUNDS cheat added like it was in the original game.

Some details-

Activated by hold down SHIFT and press F, U, N, D in sequence.

Adds $10,000 to your funds.

According to some pages I've read, if executed more than eight times an 
earthquake will occur.

It doesnt work on the Java edition but for some reason works fine on theversion 
i have on opensuse.

As a temporary solution, save your city, open it in a Hex Editor and navigate 
to offset 0xBA4.
The Next 4 Bytes from there on are is your cash.
Change as needed. Do not go over 7F FF FF FF as your balance turns negative.
