notification not works when monster. #51

What steps will reproduce the problem?
1.click disasters on menu.
2.click monster.
3.monster appears without notification.

What is the expected output? What do you see instead?

monster appears with notification.

What version of the product are you using? On what operating system?

micropolisj-1.6, and trunk.

Please provide any additional information below.
