CMS doesnt work, directory is listed #21

What steps will reproduce the problem?
1. upload files via FTP

I have just uploaded all the files to my hosting server. It's not in the
root folder, because I want to test it out first, and I already have my
website there.

For some reason when I type the url, it shows up as a directory listing.
i've changed all the permissions still nothing.

help would be appreciated.

Did you add /cms to the url?
