Add dependabot for Docker + GitHub Actions Dependency Management #41

To ensure dependencies don't get stale -

[ ] Have dependabot scan the Dockerfile in .devcontainer
[ ] Have dependabot scan the GitHub Action workflow files . .github/workflows

Not aware that there are any other dependencies worth scanning in the repo. Please do comment on this issue if you're reading this and think otherwise. Thanks!
