added pre user creation hook for additional socialite validation

Appreciate your submission.

I'm currently working on a huge feature release for Socialment (Multi-panel support as well as frontend SPA Social Login handling).

I want to make sure all of this 'jives' with that code. Code looks pretty good from me glancing over it but will need to double check how it plays with the new stuff before merging.
