As a port vmstated should use libucl from ports instead of libprivateucl.so.1 from FreeBSD's private ABI #2

The UCL parser used by vmstated is part of the private ABI of FreeBSD. It would be cleaner to depend on the libucl port instead unless vmstated is expected to become part of base.
